Monthly column, Novato Advance -- October 26, 2011
"There have been some inaccurate assertions in another Marin county newspaper lately that I wanted to address in this month's County Connection. These documents are: the Analysis of Impediments (AI) and Implementation Plan..." Read on...
COUNTY CONNECTION: Help Theater Re-open; Contact Council
Monthly column, Novato Advance -- September 7, 2011
"Marin is feeling the effects of the poor economy, and what is worse, sometimes feeling that negativity has overtaken our daily life. When I read the local papers, internet comments or watch public meetings, what receives the lion's share of attention is rarely the positive and hopeful -- and the negative often draws more negative. The one shining exception that has been gaining momentum despite all of this is the Novato Theater Projectand the incredible volunteers that have been working nonstop..." Read on...

MARIN VOICE: TAM vote on SMART funds
Marin I.J., July 6, 2011
"In 2008, I voted against SMART at a Transportation Authority of Marin meeting -- and on the ballot. I had a lot of questions and not enough answers. However, more than sixty-three percent of voters in my district, and over two-thirds across Marin and Sonoma, voted in favor of Sonoma-Marin Area Rail Transit..." Read on...

COUNTY CONNECTION: Housing Bill Needs Your Support
Monthly column, Novato Advance -- April 20, 2011
"Several months ago, I wrote that I would work to get legislation introduced that would provide local governments with additional flexibility in meeting their state housing mandates. In December 2010 the Board of Supervisors approved the County of Marin's 2011 Legislative Plan. The plan serves as a guide for Marin County legislative initiatives and priorities for the coming year. COUNTY CONNECTION: LET'S MAKE THE NEW NOVATO THEATER A REALITY
Monthly column, Novato Advance -- February 16, 2011
"I recently attended an exciting meeting in Novato's City Hall. Twenty or so community leaders met to hear a briefing from Bernice Baeza on bringing the downtown Novato Theater back to life. Bernice was selected by the City Council to help our community accomplish this like she did the Lark Theater in Larkspur...The Council has set a benchmark for the theater to meet: raising $750,000 by June 1 in a combination of pledged investments and donated dollars...I have set aside $100,000 from the County Community Partnership Fund that I will soon ask the Board of Supervisors to approve, as a challenge grant to the community toward the $750,000 target..." LITIGATING HOUSING ELEMENTS A RISKY PROPOSITION
Paul Mamalakis, Novato Advance -- February 16, 2011
"...Fifth District Supervisor Judy Arnold says, 'Throughout the state, there have been many counties and cities sued due to housing elements that do not comply with state law. The courts have ordered compliance, additional requirements above the minimum (including a moratorium on any other building in the meantime) and substantial attorney's fees. I haven't found a single example of a city or county that has prevailed with the argument that they do not need to comply with the mandates..." Read on...

Paul Mamalakis, Novato Advance -- February 9, 2011
"...As someone who has the ear of state lawmakers, Arnold could be a pivotal figure in advocating for a legislative reform package that creates more flexibility and fairness in calculating affordable housing quotas. Last October, Arnold and Supervisor Susan Adams convened a countywide meeting on the housing element process. In attendance were representatives from ten of Marin's 11 cities, the county planning department, State Senator Mark Leno's and Assemblyman Jared Huffman's offices, and senior staff from the Association of Bay Area Governments..."
